Our History
We Care Services for Children was founded in 1960 by Barbara
Milliff, an occupational therapist, and a group of parents, to serve children
with severe disabilities. Previously, Contra Costa County parents had
no choice but to send their children with disabilities to an institution or to educate them
at home. "We Care" was developed to provide an alternative,
pleasant environment where social development could be encouraged.
Located on 10 acres of rolling countryside donated by the Chaves family,
We Care Services for Children includes toddler and preschool classrooms, and two playground areas.
The children's building was donated in 1965 by the Port Chicago Naval
Weapon's Station and rehabilitated by volunteers from various labor unions
and the community. Our administrative building was donated in 1970 by
Concord's Japanese Cultural Center.
As public schools began to take responsibility for older children with
disabilities, We Care's focus changed to an early intervention
child development program offering services for infants and preschoolers
with special needs.
The programs for children with developmental delays are funded
by the Regional Center of the East Bay in our home/community based program,
We Care Therapy Services for Children and in our center-based program. Contra Costa County Mental Health funds children with
behavioral and social-emotional needs in our outpatient office, We
Care Mental Health Services for Children, located on Cowell Road
and in our center-based program.
Our programs are blended with
typically developing children to offer a natural environment. Families
not qualifying for special funding can choose to obtain our services on
a fee for service basis.
